      In the World War 1 he served in the 17th Battallion of the Gloucestershire Regiment as Private 34256. He enlisted at Aldershot on 12 January 1915. He was discharged on 19 February 1919. According to his description he was 5ft. 7 ins tall, Chest: 39ins; Expansion 2ins; Weight 168 lb.; Religion: Wesleyan; Trade: stationer and printer; His next of kin was his father, Charles BILLING of 6, Lifton Villas, Clippe Down Road, Plymouth.

      The appeal of Cyril BILLING, stationer, etc., of Grosvenor Road, Aldershot, against the decision of the local Tribunal, was heard in camera.
      The decision arrived at was that appellant should be granted two months' exemption, with leave to appear again."

      "THE DUTY OF SINGLE MEN
      An appeal for a still further period of exemption was made by Cyril BILLING, 36 years of age and a single man, described as a stationer and bookseller.
      I transpired that the business was the appellant's own property and had been built up by hard work and industry, and was situate in Grosvenor Road. He managed the business entirely by himself and had no one to help him to carry it on, although he had advertised for help. Further, he had done his best to dispose of the business by advertising it for sale in the trade papers. He had met with no success. He was the sole supporter of his father and mother, and this business was the only means of their support. If he were called upon to serve it would mean the closing down of the business, personlal loss to himself, and that his aged parents would suffer. As this was really a one man business he considered himself justified in asking for conditional exemption.
      It was stated that the appellant had been twice previously before the Tribunal, and that he had received exemption for two and three months respectively.
      The Military Representative said that he should object to any further exemption.
      Mr. CALVERT suggested, however, that he should be prepared to move that three months should be granted. They could not shut the man's business up and leave his parents like this.
      The Military Reprentative . You say that you have advertised. Have you had no replies? -- No.
      The Chairman : Who have you at the shop now? ---A lady
      The Chairman : Well, could she not manage the business for you?---No, I don't think so. She could only serve.
      TheChairman : Well, you are a single man, and you have no business as such to keep coming before the Tribunal.
      The Military Representative : There are much larger businesses in the town that are being run almost entirely by women.
      Mr. Reg. WELLS, who legally represented the appellant, asked for facts and not mere general statements.
      The Military Representative : It is common knowledge.
      Mr. WELLS : Please give us names; don't say it is common knowledge.
      The Military Reprentative then instanced the businesses run by Mrs. CLEMENTS, where all women were employed.
      The case was considered privately, and then a final month's exemption was granted, the Chairman observing that they had no desire
      to penalise appellant."
